Quality Matters: A Plan for Health Care Quality

Every provider, patient and policy maker wants to ensure excellent care for all – but how exactly do we put quality into action and bring it to the core of our health system?

As the provincial advisor on the quality of health care, Health Quality Ontario is in the leadership position to help turn these good intentions into reality. To do this, we have launched Quality Matters – an initiative that outlines a common language of quality and designed to unite the efforts and goals of everyone in the health system. As part of these efforts, we have released Quality Matters: Realizing Excellent Care For All, a report that articulates a vision for health quality in Ontario and offers a definition grounded in six domains of quality. It also highlights six guiding principles we as a system need to stays true to, and outlines the key factors that are needed to instill quality at the system’s core.

This initiative is driven by the System Quality Advisory Committee, a strong team of experts with a demonstrated commitment to quality, and led by Dr. Adalsteinn Brown, director of the Institute of Health Policy Management at the University of Toronto.

Health Quality Ontario has also created a visual one-page summary of our report. It was designed to stimulate discussion, share with colleagues and hang in offices, units and clinics across the system.

Putting patients first is an essential part of Quality Matters too. In Quality Is …, a documentary style video, patients talk candidly about what quality means to them.

We believe Quality Matters holds great promise for us all. It should help policy makers and funders plan and set priorities for the system. It should guide clinicians, managers and health system leaders to plan and deliver care. And it should ensure patients and families are engaged and involved in the health system’s commitment to improvement.

Bottom line, Quality Matters it’s about a just, patient-centred health system committed to ongoing improvement.
